During the past year or so I have noticed that SPC has been issuing quite a few Moderate Risk Outlooks that are very small in area. Some of these, as per above morning outlook today, are actually smaller than the typical severe thunderstorm and tornado watches issued by SPC. So, I have to admit that I just don't understand the logic, purpose, or the science behind such small outlook areas. If someone can educate me, please do.
