Following is a comment made by a University Professor:
"I believe that the forecaster who has shown himself competent should be given free rein; that he should not be hampered and restricted by set rules, but that he should be encouraged at all times to make his forecasts in the interests of the public...the more stringent the rules under which a forecaster works, the poorer his predictions are likely to be."
