VERY Bad Sounding at TWC - 00Z 28 Jul 09

Have returned home a bit ago and have been getting caught up on the weather - mostly hot while we were away, and found the rain gauge dry and dusty.
I looked at the TWC from 00Z 28 July and found that the RRS sonde performed about as bad as I've seen this evening. The sounding data indicate that precipitable water is 0.6", however, as the plot above shows, the GPS data indicate that precipitable water is actually about 1.2"! Thus, the RRS data are too dry by a factor of 2. Would imagine that this large error could have substantial negative feedbacks into models and the forecasting process.
